I was the Underwriters Laboratory (UL) Quality Management System Program Leader responsible for the 3M/UL account for many years before my retirement in January 2007.
I have worked with Mike Mercer since 1999 when he directed and managed the implementation of the Automotive Quality Management System, QS- 9000, for the Bonding Systems Division of 3M.
This was a very large effort, because it involved many different sites. Mike formed a team that was responsible for the following sites being listed as registered: East Coast Distribution Center, Aurora Distribution Center, West Coast Distribution Center, Distributor Markets Customer Service organization, Converter Markets Customer Service organization, Bonding Systems Division Laboratory, and the Industrial Adhesives and Tape Division Laboratory.
These sites needed to be QS-9000 compliant for the following plants to become QS-9000 registered: Aberdeen, Bedford Park, Cottage Grove, Hartford City, Hutchinson, Knoxville, Springfield, and the St. Paul Tape Plant. Mike charted the course for the plants to achieve QS-9000 registration and began monthly communication meetings with these locations to provide continued direction and leadership. I sincerely believe that Mike’s input, diligence and partnering with Underwriters Laboratories in these efforts had a beneficial impact on the successful Registrations for all those sites.
Since that time, he has managed the conversion from QS-9000 to ISO/TS 16949 for the Tape and Adhesive plants and Customer Service Organization. In addition, he was responsible for managing the registration of the Industrial Adhesives and Tape Division to ISO 9001 Quality Management System.
I find that Mike's knowledge of the various flavors of Quality Management System Standards, QS-9000, ISO 9001, ISO/TS 16949 and AS9100, are second to none at the 3M Company. I consider Mike to be learned and an expert in this field.

Mike Mercer is one of the best "students" I ever had, in terms of writing custom Minitab macros. I put the "student" in quotes because he actually became a student of my techniques on his own. Still, he learned a lot and has applied what he learned to create many custom applications in Minitab. Some of these are awesome and I have since looked at some of his macros for further inspiration.

Mike is a detail-oriented entrepreneur with a very clear vision of his project goals. As a developer, I found him a pleasure to work with because there was no guessing in regards to project specifications and he both asked for, and listened to what advice I could give on certain project aspects.
I had the good fortune to work with Mike in our 3M years while we were involved in the Adhesives and Tape enterprise. Mike's philosophy and approach in supporting Customer Excellence, quality principles, quality management systems, and statistical thinking made a significant impact on the overall business and on me. An example of this was a comprehensive business system that Mike developed and deployed for the effective management of customer complaints and customer concerns. This approach was a game changer in elevating customer satisfaction and reducing the frustration levels of our customers. Mike's customer management system was such an improvement over where we had been that it was replicated across many 3M businesses. Another example of Mike's business acumen was the deployment of a Business Metric SPC tool and framework that was adopted by many of the division's financial and operational leaders to monitor their Key Process Indicators on a single page scorecard. This one page view set the stage for effective data based strategic and operational discussion of how to run the business. It is this holistic, system based, statistical data based thinking that makes Mike such a valuable resource to have at the table. He brings big solutions to big problems.

One of Mike's distinctive strengths is to enable good statistical ideas with excellent software. My name is Frank Cohen and I am the senior analyst for The Frank Cohen Group, LLC. I am involved in a high volume of specialized statistical sampling and overpayment estimates, including complex sampling methods and stratified extrapolations. I am a long-time user of Minitab statistical software and while it is quite powerful in some areas, in lacks in others and of those “others” is in the area of more complex multi-stage sampling. I brought Mike on a few years ago to assist me with this problem and he was able to write a set of macros that were flexible enough to allow me to not only create multi-stage cluster samples but also validate the results with a series of statistical tests and graphs. These macros have reduced the time it takes me to create these samples from hours to minutes. I will continue to use Mike for future projects and highly recommend him for all areas of practical and computational statistical solutions.
